Why is carbon a nonmetal and a metal tin, although the same group?

When looking at the periodic table, the Group has a line 4A partition of silicon (metal) and germanium (no metal). Anything above is a metalloid silicon and germanium just under a metal. What is its electronic structure that creates this difference in the metallic character? I know it has something to do with the configurations of electrons. Why will not metal form acidic solutions and metals form basic solutions? Please help.

metallic character decreases over a period and therefore increases with the group. the reason behind this concept is that as we enter a period of one electron is added, but in the same shell and therefore the atomic radius continues to decrease. know that the atomic radii of metals is greater than that of non-metals in the same group or period. yes, this becomes a test to say that carbon is not metal and tin metal is present in the same group.
